LOWELL, MASS. (WHDH) - The Lowell man accused of dragging his dog with a van was arraigned in court Thursday.

He was charged with one count of animal cruelty. He was released on personal recognizance and was ordered to not possess any animals.

Police say Timothy Nicholas, 60, tied up the dog before driving off.

Witnesses say the dog initially ran along but could not keep up and fell.

The dog was taken to the vet with serious injuries.

Nicholas claims he forgot the dog was tied up.
