Rochester police arrested two men on drug charges after seeing them throw bags of drugs into a puddle on Colby Street.

Police charged 37-year-old Craig Wiggin with intent to distribute heroin and falsifying physical evidence.

Wiggin was under the supervision of Strafford County Community Corrections at the time of his arrest. He fled from the program and officers were actively trying to find him.

Ernest Nason, 34, of Farmington was charged with intent to distribute heroin. He also had a warrant for his arrest for failing to pay child support.

When officers took Nason into custody, he was found with a large amount of heroin.

Police also found plastic baggies and a digital scale in Wiggin’s possession.

Both men refused bail and were taken to Strafford County Jail. They were arraigned Thursday in Dover Superior Court.
