Candidate for Attorney General John Miller has over three decades of international and domestic legal experience in the private sector. Dr. Miller has spent his career working on practical solutions to complex legal and legislative issues.
Miller’s parents drove from New Britain, Connecticut in the Fall of 1970 to drop him at the Massachusetts Institute of Technology, where he played basketball, rowed crew, and earned degrees in Civil Engineering and Soil Mechanics. During high school and college, Miller worked summer jobs as a mason’s laborer. After college he attended Boston University School of Law, and graduated with a degree in Law and an advanced degree in Taxation, while coaching crew at MIT. Miller worked as in-house patent counsel for a high-tech Massachusetts manufacturing firm until 1981, when he moved to Gadsby & Hannah to practice construction and government contracts law. A few years later, Miller returned to MIT to earn his doctorate in Infrastructure Systems.
Miller served in a leadership role at Gadsby & Hannah. He led the International Construction Law practice at Patton Boggs, LLP. While faculty at MIT, he taught project packaging and contracting strategy. Miller is the author of several books regarding the history of public infrastructure contracting in the United States and the role of government in promoting economic development. He was one of two Reporters who produced the 2000 ABA Model Procurement Code for State and Local Governments, a model statute that promotes transparent, competitive contracting, recommended for use by 90,000 state and local governments across the nation. Miller lives in Winchester with his wife Dr. Joan Miller – Chief of Ophthalmology at MEEI, MGH, and Harvard Medical School. – Their three kids are grown, all graduates of Winchester High School and Massachusetts universities. Miller is a past President of the Winchester Youth Basketball Association. He is a Fellow of the American Bar Foundation, a Fellow of the American College of Construction Lawyers, and a Fellow of the ABA’s Section of Public Contract Law.
