The MBTA is threatening to fine Amtrak for future service problems.
The MBTA is currently negotiating with Amtrak about the use and maintenance of tracks between Boston and Rhode Island.
Massachusetts says Amtrak should be fined if service is disrupted on government-funded tracks.
