HARTFORD, Conn. (AP) — Police have arrested a Connecticut man for calling 911 to report a fake drowning.

Authorities say the 34-year-old man called to report a child drowning in Hartford Monday afternoon in order to gauge emergency response times.

A witness told police the man wanted to test if authorities would respond to the city’s “poor black community.”

The man has been arrested and charged with falsely reporting an incident, interfering with police and breach of peace.

Police say the man made a similar false call five weeks ago and said armed men were trying to burglarize his home.

The man is currently being held on $30,000 bond.
