Chicago police are expected to release a plan today about the search for a new superintendent.

Calls continue for Chicago Mayor Rahm Emanuel’s resignation following his address to the City Council yesterday, in which he apologized for the fatal shooting of a black teen by a white police officer and pledged "complete and total" reform of the city’s police force. 

Emanuel has repeatedly said he will not step down, but one Democratic state lawmaker is proposing a recall election.

The department of justice launched an investigation into the Chicago police department.
