WEST STEWARTSTOWN, N.H. (WHDH) — Police arrested the stepfather of a murdered New Hampshire girl and charged him in connection with her 2011 death.

Celina Cass, 11, was reported missing from her home in West Stewartstown on July 26, 2011. Six days later, her body was found in the Connecticut River about a half mile from her house.

Celina’s stepfather, Wendell Noyes, was charged with second-degree murder. New Hampshire’s attorney general said Noyes drowned Celina in the river.

“At times I’m angry, and at times I weep,” said Celina’s biological father. “I’m just still mixed up about it all.” He told 7News that the arrest “should have happened a long time ago.”

Celina’s biological father had previously expressed concerns about his strange behavior. Police said Noyes had a history of psychiatric issues.

Noyes will be arraigned Tuesday.
